\nAlbertina L\u00f3pez, profesional la Direcci\u00f3n de Estudios Estrat\u00e9gicos de la Universidad de Concepci\u00f3n<\/a>, acudi\u00f3 al Instituto de Investigaciones Tecnol\u00f3gicas<\/a> (IIT UdeC) para orientarse acerca del trabajo que realiza esta instituci\u00f3n, en el \u00e1rea de las capacitaciones con recursos p\u00fablicos.<\/p>\n

\u201cNos contact\u00f3 una consultora \u2013 que fue contratada por SENCE<\/a> \u2013 que est\u00e1 desarrollando un estudio de la estructura de costos de la actividad de capacitaci\u00f3n en Chile, en el contexto de lo financiado a trav\u00e9s de recursos p\u00fablicos, es decir, c\u00f3digo Sence y proyectos sociales<\/strong>. Esto, porque el organismo estatal est\u00e1 consciente que la franquicia tributaria para esta \u00e1rea, tiene un valor que se fij\u00f3 hace muchos a\u00f1os y no se ha actualizado. Dicho estudio servir\u00e1 para evaluar en qu\u00e9 medida es necesario incrementar el monto de dicha franquicia\u201d coment\u00f3 L\u00f3pez.<\/p>\n

De acuerdo a la profesional, se busc\u00f3 la asesor\u00eda del IIT ya que \u201cdentro del sistema de capacitaci\u00f3n de la universidad, el IIT es el que m\u00e1s experiencia tiene y se proyecta en trabajar no solo con modalidad presencial, si no tambi\u00e9n B-Learning<\/em> y en un corto plazo, en E-Learning<\/em>. Adem\u00e1s, es el organismo de la UdeC que tiene mayor cantidad de cursos donde se utilizan recursos p\u00fablicos\u201d<\/p>\n

Por su parte, Claudia Mart\u00ed, Secretaria de Capacitaci\u00f3n y SGI del IIT, coment\u00f3 que \u201cla idea era informar el Sence del quehacer de trabajar con franquicia tributaria y demostrar que tienen que innovar para ir a la par con el mercado y la capacitaci\u00f3n, que d\u00eda a d\u00eda es m\u00e1s demandante (\u2026) nosotros entregamos capacitaci\u00f3n de nivel medio-alta, por lo tanto, la valoraci\u00f3n que otorga el Sence est\u00e1n muy lejos de nuestra realidad. Si este organismo quiere abarcar todas las \u00e1reas tiene que elevar los costos\u00bb<\/p>\n

Por otro lado, Ren\u00e9 Roa, Administrador de Contratos y Servicios en el \u00c1rea de Capacitaci\u00f3n del IIT, valor\u00f3 la instancia, ya que les permiti\u00f3 realizar sugerencias en otros aspectos del \u00e1rea: \u201cla burocracia es una de las grandes falencias en los procesos de capacitaci\u00f3n. Por otro lado, los canales para comunicar las leyes y los procedimientos del Sence a veces no son muy claros. Estos son aspectos que pudimos mencionar y que tendr\u00e1n en consideraci\u00f3n con el resto de mejoras\u201d.<\/p>\n
